Mandatory Mitigation Severity and Likelihood On MOC Risk Analysis

Change the Mitigation Severity and Mitigation Likelihood fields in the MOC Risk Analysis section to be mandatory fields. This will force the MOC initiator to add helpful information to their MOC instead of leaving those 2 fields blank.
